A shadow population is comprised of persons who reside in a municipality on a seasonal basis for a given period of time but has a residence elsewhere. Examples of people counted as shadow population include those in work camps and seasonal workers.
Based on the 2006 Census numbers for the Village of Boyle, and Town and County of Athabasca and the calculation used in this study, our region could have an additional 627 to 979 residents on a project or seasonal basis.
